Question Re: Shipping Charges

I checked her auction and the seller listed "pay actual shipping charges 
only"  I do believe she can complain to ebay if the seller demands an 
inflated shipping charge and I certainly think it should be left in the 
feedback if the seller doesn't change her mind. Chiquita
