Jeanette, the flat place that looks like a head body, and arms outstretched=
 is where the Keebler elf goes, and yes, it is  a decal.   As far as I know=
 it wasn't reproduced.  Another company made one similar but there elf was =
3 dimensional and painted, not a decal.  What probably happened is both com=
panies made a prototype to show Keebler and one or the other was selected. =
 That's how it was with the Quaker Oats.  Quaker Oats Co. chose the other p=
ottery's cookie jar and so very few of the McCoy's QO jars were made, makin=
g them more expensive and rare than the Regal China Co. cj.=20=20
Hope this helps.  We sold most of our collection at auction but still like =
to follow McCoy news.
