I imagine you use IE and a PC?  My suggestions are as follows:

1.  Don't use IE
2.  Use Mozzilla or Netscape which have had the ability to block 
pop-ups for 7+ years now
3.  Use a Mac and Safari, which again, has always blocked POP-UPS
4.  Wait for Long Horn in the end of 04 where MS will finally add the 
ability to block POP-UPS in IE.

Seriously though, there are several browsers out there that support 
blocking pop-ups.  IE is about the only one I know of that does not.
