No... you did not do anything wrong. Having the seller return the $1.30 is
missing the point. She should refund you ALL your money since she failed to live
up to her end of the transaction. If I were you, I would send one more email
and say that since you had paid for the insurance and she failed to provide
it you want ALL your money back or you will leave negative feedback. Give
him/her one more chance to make it right. If they do not, then go ahead and leave
negative feedback. No doubt they will do the same thing to you. You can respond
to their feedback on your feedback page, so others can see your side of the
story. You can also leave a follow-up on their feedback saying that they negged
you for the feedback you left.
I would also recommend saving all correspondence you've had with the seller.
And a copy of the check or money order or whatever you sent them. You can TRY
going thru Safe Harbor to either get the dispute settled, or to have their
negative feedback removed, but I have very little confidence in Safe Harbor. The
one time I used them, they sent the seller I was having problems with an
email. He didn't respond to them, so Safe Harbor just called it quits. The USPS
Criminal Investigation Service Center felt differently, and they are now pursuing
that seller.
Like I said before, it's seller like this that ruin the fun of eBay. And I,
for one, would be interested in knowing who the seller is.
