  Sounds terrible and I don't think was intentionally made that way but I 
have seen some UGLY decorations and can't say for sure.  The only I ever won at 
my works give a ways was this terrible center piece bowl spray painted silver 
with these horrible silk flowers painted the same way.  Gee thanks employer, 
what a treasure this is.  It even looked ugly in the garbage can, LOL  I would 
try warm water to soften it up and get the stuff out of there if it was me.
