Perhaps, but without the CVV there is nothing they can do.  This of 
course assuming that all merchants require the CVV, which they 
SHOULD!!!

Lastly, all CC purchases made in person should require that you present 
your drivers license (photo id) to the merchant at the time of purchase 
along with your CC.
I was in Vegas recently and noticed that they do this 
EVERYWHERE!!!!!!!!  Any time I made a CC purchase, whether at a Mall, 
or restaurant, a PHOTO ID was required!

Anyway, another thing to keep in mind is that the consumer is 
100000000000% protected by fraud when using a CC.  They are protected 
from bad purchases, basically anything.  The merchant always loses with 
a CC.  The consumer can chargeback anything, and almost always wins a 
chargeback.
