Jodi, the jars would have come with cold paint from the factory unless they 
were 'seconds'.  The painting on these jars could wash off easily if washed 
several times...Someone could have painted your sisters jar. 
If you want to remove the paint you can use a paint remover...that shouldn't 
damage the jar...or maybe try finger nail polish remover...simply washing in 
warm soapy water might bring it off.
