Personally I would be a bit leery of a site that charges for access to 
freely available information, unless there are other benefits you are 
getting for the money in the way of services, etc.  This is not a knock 
at that site, just an opinion.   It just seems a bit steep price wise, 
especially when there is nothing on the site to really indicate what 
you are getting for your money.

Paypal wise, I would contact paypal.  If you paid with paypal, then 
there is a record of your payment with paypal regardless of what the 
site says.  Also, it is entirely possible that the payment process is 
not automated and the site admin may need to set up your account.
